In 2026, Houston will welcome the world as a host city for the FIFA World Cup. This global moment brings unprecedented visibility, but also a responsibility. Alongside the energy and excitement, it highlights a long-standing challenge facing our city: animal homelessness. This issue impacts not only animals, but also public safety, community wellbeing, and quality of life across Houston.
The World Cup presents a unique opportunity to address this challenge in a way that is both visible and meaningful. PetSet is using this moment to lead a coordinated, citywide effort that elevates animal homelessness as a broader community issue and highlights the solutions that already exist to address it.

Across Houston, shelters are under strain, resources are stretched, and too many animals are left without care. Beyond the suffering of these animals, this crisis affects public safety, health, and quality of life in our neighborhoods.
This is not a challenge any one organization can solve alone.
It requires a coordinated approach that addresses both immediate needs and long-term solutions:

Across Houston, PetSet is leading a coordinated series of efforts that bring together partners, resources, and solutions to address animal homelessness from multiple angles.
Each activation tackles a different part of the problem. Together, they move us closer to solving it.
Preventing the Problem at Its Source
In partnership with Barrio Dogs and Councilmember Martinez, PetSet supported high-volume, low-cost spay/neuter clinics in the East End—prioritizing prevention by expanding access to these critical services and helping reduce future shelter intake.
Connecting Animals to Homes
Working with BARC and Magpies & Peacocks, this community adoption event brought people and pets together, turning awareness into action and helping more animals find homes.
Creating Space for More Animals in Need
Through a coordinated transport with Wings of Rescue, 160 animals were relocated to areas with greater adoption capacity—freeing up space locally and creating more opportunities for animals to come off the streets and into care.

If you witness animal cruelty, report it right away. Acting quickly can prevent further harm and connect that animal to help.
