Who We Are

FOR THE ANIMALS

Across Texas, hundreds of thousands of dogs and cats are living without homes, creating a cycle of suffering that impacts both animals and communities. This is not just an animal welfare issue; it’s a public safety and quality-of-life challenge that affects families, neighborhoods, and entire cities.

PetSet exists to solve this crisis at its root.

We bring together partners, policymakers, and communities to implement solutions that work—expanding access to spay and neuter, investing in high-impact programs, and advancing policies that reduce stray animal populations over time. Alongside immediate interventions, we focus on long-term prevention to create sustainable change at scale.

Our goal is clear: safer communities, fewer animals suffering on the streets, and a future where companion animals are valued as an essential part of society.

The Problem Is Solvable. And IT TAKES ALL OF US.

Animal homelessness can be solved with the right systems in place. Through strategic partnerships, targeted funding, research, and policy advocacy, PetSet is advancing solutions that reduce stray animal populations and improve outcomes at scale.

With the support of our community, we can expand this work — broadening access to care, strengthening local systems, and creating lasting impact for animals and people alike.

We Can, And Must, Do Better.

Only 10% of animals received in U.S. shelters are spayed or neutered. Each year, approximately 920,000 dogs and cats are euthanized because shelters are overcrowded, and there are not enough adopters, fosters and rescues.
