Policy is one of the most powerful tools to prevent animal homelessness at scale.
PetSet works alongside local and state leaders to advance legislation that addresses animal homelessness at its source and strengthens accountability across the system. In Houston, our advocacy helped pass two key ordinances: mandatory microchipping and the humane pet store ordinance, which requires stores to source animals from shelters and rescues instead of puppy mills.
At the state level, PetSet supported legislation to increase oversight and reduce repeat offenses, including the Texas Licensed Breeders Act and a law prohibiting individuals convicted of animal cruelty from owning a pet for five years.
Texas has also allocated $13 million in new funding to expand spay and neuter services statewide, an important step forward supported by ongoing education, advocacy, and awareness efforts championed by PetSet.
We also bring animal welfare into broader civic conversations. In 2024, PetSet hosted the only mayoral forum focused on animal welfare, ensuring the issue was part of the public agenda and elevating its connection to community safety.
